Our client is one of Malaysia's leading Development Financial Institution (DFI) wholly-owned by the Ministry of Finance and regulated by Bank Negara Malaysia (BNM). 

SCIKEY for it's client is looking for a Project Manager (PM) Consultant who can guide the Bank in managing CBS Upgrade in timely and effective manner, by assuring there is a stringent project governance with a strong program or project management processes coupled with tracking of key performance indicators, milestones, and its deliverables.

Main scope of the PM would include

1. Designing and applying appropriate project management standards;
2. Planning and monitoring overall progress and use of resources, initiating corrective action where necessary;
3. Managing project risks, including the development of contingency plans to minimize project risks;
4. Reporting through agreed lines on project progress through highlight reports and end-stage assessments;
5. Liaison with appointed IQA consultant to assure the overall direction and integrity of the project;
6. Ensure resource availability and allocation, Coordinate internal resources and third parties/vendors for the flawless execution of projects, Delegate project tasks based on team members' individual strengths, skill sets and experience levels;
7. Adopting and applying appropriate technical and quality strategies and standards;
8. Asist in the definition of project scope and objectives, involving all relevant stakeholders and ensuring technical feasibility;
9. Develop a detailed project plan to monitor and track progress, Track project performance, specifically to analyse the successful completion of short and long-term goals
   

Expected outcome of the PM would include

The PM will value-add to the Bank’s CBS Upgrade implementation by delivering:

1. Using standard project management framework e.g. PRINCE2, PMBOK, CCPM, etc. to perform assessment of the project’s management and organization structure.
2. Project management plans;
3. Project’s schedule/work plan activities ;
4. Project staffing plan;
5. Project reporting;
6. Periodic assessment of the project’s quality management plan;
7. Periodic reviews of implementation plan development;
8. Review the CBS upgrade Request For Proposal, Business Requirement Specification, Gap Analysis and Vendor

Required Expertise

The selection of the PM shall be governed but not limited to the followings:

1. At least fifteen (15) working years with vast experience in financial industry and related services;
2. Have multiple (minimum of 2) successful core banking upgrades implementation experiences;
3. Have demonstrated depth in programme and project management expertise (including stakeholder and vendor management);
4. Preferably have certification on Project Management from industry recognized institution i.e. PMI, PRINCE2, etc.
5. Have positive delivery track records within the local banking fraternity in previous assignments knowledge and experience in managing projects (preferably Core Banking System), both Infra/Applications  and Business
6. Have effective communications with other roles involved in the project
7. Have technical knowledge of information systems, including the design, development, implementation and maintenance of business-related solutions
